CNN, 10/23/2006, LARRY KING LIVE: Father Greg Boyle, who runs the Homeboy Industries over in East Los Angeles has certainly done a remarkable job as one of the more visible examples of that. The good news is actually that gang crime is down dramatically from what it was in the early 1990s.

At the behest of the L.A. City Council, LAPD Police Chief Daryl Gates creates Special Order 40 to prevent police from randomly inquiring about the immigration status of anyone including gang member suspects who are not charged with any crime. While this policy puts "law abiding illegal immigrants" at ease, it serves more as a free "don't get deported" pass for illegal alien gang members.
